[Lifestyle News Center / Comprehensive Report] The Ministry of Education (MOE) released the "Reference Manual for Establishing Gender-Friendly Dormitories in Higher Education Institutions" today, showcasing various housing models. These include National Taiwan Normal University's (NTNU) "mixed-gender floor, single-gender room" setup and National Chengchi University's (NCCU) "gender-neutral apartment-style dorms." The initiative aims to look beyond biological sex as the sole basis for housing assignments, prioritizing individual student needs, privacy, and residential safety while gradually reducing unnecessary gender segregation in dormitory spaces.

The Ministry of Education (MOE) pointed out today that the "Reference Manual for Establishing Gender-Friendly Dormitories in Higher Education Institutions" was co-authored by the Taiwan Gender Equity Education Association (TGEEA) and scholars including Bi Heng-da and Lin Mei-chun under an MOE commission. Based on extensive domestic and international literature reviews, field visits, and case studies, the manual offers concrete guidelines across multiple dimensions, including overall policy, application processes, physical space, dormitory management, and student self-governance.

NTNU's "Co-Ed Floors": Breaking Gender Curfews and Sharing Living Spaces

Due to variations in campus culture, housing styles, architectural conditions, and student needs, each school’s gender-friendly dormitory features its own unique institutional frameworks and spatial configurations. For instance, National Taiwan Normal University (NTNU) adopts the "mixed-gender floor, single-gender room" model, designating specific floors within dormitories as gender-friendly housing zones. While room assignments principle pair students of the same gender as roommates, different genders can live on the same floor, and no gender-based curfews or access restrictions are imposed.

Taking NTNU's 7th Dormitory as an example, floors 3 through 6 are designated for male students, and floors 7 through 12 for female students, while the 2nd floor has been selected as the gender-inclusive floor. The 2nd floor features 22 four-person rooms with private en-suite bathrooms, consisting of 10 male rooms and 12 female rooms distributed in a checkerboard pattern. Additionally, laundry facilities—including washing, drying, and air-drying spaces—are located on the left and right sides of the floor and are open to all residents without gender segregation.

NCCU's "Huanan New Village": Students Form Groups for Lotteries and Coordinate Room Allocations Freely

National Chengchi University (NCCU) adopts the "gender-neutral apartment-style dorm" model at Huanan New Village. Under this system, students form their own groups to apply and draw lots together without any gender restrictions during group formation. Once selected, the school does not interfere with internal room assignments, leaving it to the group members to coordinate who sleeps where. It is understood that even with mixed-gender groups, actual living spaces still mostly maintain gender-based separation—for instance, roommates may still divide floors or rooms by gender within the same building or unit.

The Ministry of Education (MOE) emphasized that the core philosophy behind gender-friendly dormitories is not to demand a single, uniform housing format across all schools. Instead, it aims to guide institutions in rethinking their residential systems and spatial utilization to build an environment that meets diverse gender needs, ensures housing safety and personal privacy, and fosters equality and inclusion. Schools can adopt a step-by-step approach based on their own campus conditions.
