The relevant personnel and contractors have been notified urgently to inspect and handle the issue. Following an initial inspection by the contractor, it is suspected that the water hammer effect currently occurring in Dormitory II is mostly located within the reclaimed water system. Specifically, the noise is caused by resonance within the pipeline of the lifting pump (which pumps water from the underground to the roof). The contractor will first report this situation in Dormitory II to the design unit. After discussing potential solutions, they will address the noise issue as quickly as possible.
The contractor has designed a Water Hammer Issue Description Form. The Dormitory Management Center also sent an email to the residents of Dormitory II on September 16. If students are disturbed by the water hammer noise, they can fill out the description form at the service desk of the Dormitory Management Center or complete the Google Form. Subsequently, the contractor will schedule a time as soon as possible and visit the site alongside dormitory staff to handle and improve the situation.
The contractor has installed an inverter (variable frequency drive) on the pipeline lifting pump. Concurrently, on September 16, they adjusted the pressure reducing valves in both the Men's Dormitory II and Women's Dormitory II, installed air release valves, and bled the air from inside the pipelines. The Dormitory Management Center will continue to track the progress. Based on the details provided by students in the Water Hammer Issue Description Form, we will monitor whether the contractor's adjustments effectively alleviate the water hammer noise.
Since Dormitory II is a certified green building (holding the Green Building Silver Certification), it is legally required to install water-saving devices. However, to facilitate students' laundry needs, we are progressively planning to replace some of the water-saving valves starting today. This adjustment aims to bring greater convenience to laundry tasks while preserving the core principles of our green building status.
On September 12, all water savers on the faucets in the south-side laundry room of Dormitory II were removed. Concurrently, the water flow of the faucets in the communal bathrooms of the Women’s Dormitory II has been adjusted, and adjustments for the faucets in the communal bathrooms of the Men’s Dormitory II are currently underway.
The original sterilization time for the water dispensers, set at 22:00, was found to be too early and did not align well with students' daily routines. Therefore, the automatic sterilization schedule has been reconfigured to take place every Monday early morning as follows: • Odd-numbered floors: 01:00 – 03:00 • Even-numbered floors: 03:00 – 05:00 Please prepare and fill up your water bottles in advance. If you find a water dispenser empty or unavailable during regular hours, it may be in the process of generating water (refilling). In such cases, please use the dispensers on other floors.
The number of washing machines and dryers has been designed and allocated based on the student population ratio, and this quantity is already greater than that of Dormitory I. Currently, these machines are centrally located on the south side. If no machines are vacant on your floor, please check and use those on other floors. To improve convenience, the contractor is currently developing a smart query system. In the future, students will be able to check the real-time availability of machines on each floor via a webpage. Furthermore, the Property Management Division of the Office of General Affairs has coordinated with the contractor to evaluate the feasibility of adding more washing machines based on actual usage statistics.
Currently, the washing machines and dryers in Dormitory II are planned to be centrally located on the south side, where clotheslines have been installed and Y-shaped telescopic poles provided for student use. The laundry and drying space on the opposite side has been slated for integration into the Ministry of Education's "Comprehensive Subsidy Program for Enhancing Student Dormitory Environment." While that area is temporarily being kept clear, we recognize the current demand for drying space; therefore, we will plan to install clotheslines and provide Y-shaped telescopic poles in the north-side laundry rooms for students to dry their clothes.
Regarding the spin dryers, the Property Management Division of the Office of General Affairs will coordinate with the contractor based on actual usage. We will evaluate the feasibility of relocating spin dryers from the Graduate Student Dormitory to the north-side laundry rooms of Dormitory II.
When the Dormitory Management Center took over Dormitory II upon its opening, the four-person room bed sets were already in this configuration, and no similar feedback has been received from students so far. If we receive further feedback indicating that the wardrobe doors severely affect usage, we will report the issue to the contractor for improvement. In the meantime, we kindly ask students to be careful when using the wardrobe doors.
The small trash cans have been ordered and are arriving in batches; distribution floor by floor has been underway since September 16.
As of September 19, all small trash cans have been purchased and placed in their respective locations.
The clotheslines and Y-shaped telescopic poles in the south-side laundry drying rooms have been installed successively. Since the clotheslines are positioned relatively high, students are kindly requested to use them in conjunction with the Y-shaped telescopic poles when hanging clothes.
Anti-collision protective strips have been purchased. Students who need them are welcome to register at the dormitory service desk. We will notify you to collect them once they arrive.
If any dormitory equipment or facility is damaged or broken, residents must log in and report it via the Online Maintenance Request System. We schedule and carry out repairs daily based on the order of submission and the nature of the work. How to Submit a Repair Request:

Please note that due to the high volume of requests at the beginning of the semester, priority will be given to urgent repairs, such as door locks, door handles, ladders, and bed rails. Please submit one request per individual issue. Do not combine multiple items into a single request, as this helps our maintenance personnel accurately assess and handle each case.
Furthermore, we will make every effort to schedule repairs according to your preferred time slot. However, if there are scheduling conflicts or urgent emergencies, we may not be able to accommodate your exact requested time.
The recycling area is located on the 1st floor of Dormitory II. Please do not throw recyclable items into the garbage truck. Since different categories of recyclables have designated disposal spots, please carefully read the instructions at each recycling station. Let us sort our recyclables properly and work together to protect the environment.

For cardboard boxes and large waste items, the recycling disposal area is located at the recycling yard behind the Library. Students must take these items to that specific location on their own for recycling.
In response to the high volume of recycling in Dormitory II, the layout of the recycling area has been adjusted. We will continue to promote awareness and kindly ask all students to follow the guidelines: please do not throw recyclable items into the garbage truck, and make sure to place each category of recyclables into its designated disposal spot. Let us sort our recyclables properly and work together to maintain a clean environment.
The underground scooter parking lot has been open for use since September 15. The shutter gate opens daily at 06:00 and closes at 24:00. Students who have applied for scooter parking with the Gongguan General Affairs Division can scan their student ID cards to enter and exit on their own.
Due to the slightly long hot water pipelines, we have reported the issue to the contractor. Hot water return system improvement measures will be implemented to increase hot water pressure and enhance overall usage conditions. As a temporary workaround, students can let the front-end cold water run for a longer period until the hot water arrives.
The access control for Dormitory II was originally designed to use key entry. To meet the requirements for the building certification, the contractor upgraded the system to electronic card readers free of charge. However, due to material shortages during the pandemic, the contractor installed two types of card readers: those with keypads and those without keypads.
The card readers without keypads can only be opened by swiping a card. If the passcode function were enabled on the keypad models, it could lead to potential conflicts among roommates and pose a higher risk regarding personal safety and property security. To safeguard the personal safety and belongings of every resident, the contractor has disabled the passcode function on all keypad models. Consequently, access has been standardized across all rooms to card swipes only. The Dormitory Management Center will continue to remind and urge residents to carry their access cards with them at all times.
Currently, to borrow a cart, any ID with a photo can be left as a deposit. Acceptable forms of identification include: National ID cards, driver's licenses, National Health Insurance cards, passports, and Alien Resident Certificates (ARC). Students are kindly requested to provide one of these documents when borrowing a cart at the service desk.
At approximately 22:45 on the evening of Monday, September 5, an electrical equipment anomaly caused a power trip in Dormitory II. Upon notification, the turnkey contractor and Chunghwa Telecom personnel immediately rushed to the B1 substation of Dormitory II for inspection and discovered that the protection relay on the Molded Case Circuit Breaker (MCB) panel had tripped. After reconfiguring the Automatic Power Factor Regulator (APFR) based on the actual load conditions on-site, the MCB apparent power stabilized within a reasonable range. Personnel monitored the situation until approximately 02:30 on Tuesday, September 6, and left after confirming no further abnormalities. Continuous observation during peak usage hours later that day on September 6 showed that the power supply had returned to normal. The contractor has maintained routine testing and monitoring over the following days based on the operational status of Dormitory II, and the power supply has remained safe, normal, and continuous to date.
