Low-income Support, Student Loans, Deposit Refunds, and Dormitory Fee Deferral Q&A
★Housing Deposit Refund
The housing deposit is calculated per regular semester, summer session, and winter break. In principle, the deposit will be refunded after all water and electricity fees have been deducted. As the billing methods for utilities vary by dormitory, students are advised to inquire at the front desk of their respective buildings. Additionally, if there are any violations—such as lost keys, failure to return communal property, or failure to clear personal belongings from your bed space—the corresponding fines and charges will also be deducted directly from your housing deposit.
The university will issue the refund via direct wire transfer to the personal postal or bank account provided by the student. Therefore, students must double-check and ensure that their account information is entirely correct when completing the checkout procedures.

Students must update their personal "Postal Bureau and Account Number" or bank account details (including the bank and branch codes) within the Student Housing Application System. Once checkout procedures are fully completed, the coordinator will process the housing deposit refund. Please ensure the absolute accuracy of your personal information and confirm that the following items are completed:
1. Beneficiary Match: The provided account must belong to the student themselves.
2. Account Verification: The account number must be entered correctly. For students receiving a refund for the first time, a photo/scan of the passbook cover must be emailed to the coordinator for verification.
3. ID Verification: Ensure there are no errors in your ID card number (or ARC/Passport number for Overseas Chinese and international students).
4. Checkout Completion: The official checkout procedures must be fully completed.
★Deferred Payment of Housing Fees
1. Overseas Chinese students, international students, or students facing financial difficulties or special circumstances who need to apply for a deferred housing fee payment must log in to the Student Housing Application System and complete the Housing Fee Deferral Application Form.

2. Please ensure that you complete the entire deferral application process before the housing fee payment deadline to avoid having your room allocation canceled.
★Housing Fee Payment via Student Loans and Low-Income Waivers
1. If your student loan does not cover housing fees, you must pay your housing fees within the designated timeframe in accordance with regulations.
2. If your student loan includes housing fees, you must log in to the Student Housing Application System during the payment period and register your housing fee as "Paid via Student Loan".
3. Students applying for a housing fee loan must complete their student loan application before the deadline announced by the Student Assistance Division (First Semester: processed around late August; Second Semester: processed from mid-January to February). Once you complete the housing loan process at the Student Assistance Division, your payment slip will be updated to reflect only the housing deposit amount. Please then log in to the payment slip printing system to print the updated slip and complete the payment within the deadline.
4. Failure to complete the student loan procedures will be treated as non-payment, resulting in the cancellation of your room allocation. If you have applied for a housing loan at the beginning of the semester, you do not need to pay the housing fee temporarily. However, you must complete the loan procedures at the Student Assistance Division within the designated timeframe. If your student loan application is rejected, you will be required to make a supplementary payment for the housing fee.
*Case Example (Based on the 2018 Academic Year):
(1) If you already applied for and were granted a housing fee student loan in 2018-1, you should log in to the Student Housing Application System during the payment period announced by the Student Housing Service Center to register your fee method as "Paid via Student Loan." You may temporarily defer your 2018-2 housing payment. Complete the loan application within the Student Assistance Division’s timeframe, and print out the updated payment slip for payment once the division modifies the housing fee amount.
(2) If you did not apply for a housing loan in 2018-1 but are applying for the first time in 2018-2, you must still log in to the Student Housing Application System during the payment period announced by the Student Housing Service Center to register your fee method as "Paid via Student Loan." You may temporarily defer your 2018-2 housing payment. Complete the loan application within the Student Assistance Division’s timeframe, and print out the updated payment slip for payment once the division modifies the housing fee amount.

Students with mid-low income or low-income status receive housing priority. Regarding housing fees, the regulations depend on your specific status. If you are:
1. A Mid-Low Income Student: You are eligible for housing priority, but you do not receive a housing fee reduction or waiver.
2. A Low-Income Student:
(1) Housing Priority and Fee Waivers: You are eligible for both housing priority and a housing fee waiver. Low-income students do not need to pay their housing fees during the announced payment window temporarily. The Student Assistance Division will centrally process housing fee waivers after the bed allocations are published. Once the waiver is processed, please log in to the payment slip printing system to verify that the housing fee amount has been updated to reflect only the housing deposit, then print the slip and complete the payment.
(2) Academic Performance Requirements: Low-income students who received housing waivers in the previous semester must achieve passing academic grades to be eligible to apply for a housing waiver for the current semester. You do not need to submit a separate application form for the housing waiver each semester; however, you must first apply for tuition and miscellaneous fee waivers at the Student Assistance Division.
(3) Disapproval Disclaimer: Please note that if you hold a low-income certificate but fail to obtain approval for the housing waiver from the Student Assistance Division, you must pay your housing fees within the designated timeframe.
① If you did not apply for a housing fee waiver in 2018-1 but are applying for the first time in 2018-2, you must actively notify the Student Housing Service Center. Do not pay the 2018-2 housing fee temporarily. Complete your low-income housing waiver application within the Student Assistance Division’s designated timeframe, and print out the updated payment slip for payment once the division modifies the housing fee amount.
② If you already applied for and were granted a housing fee waiver in 2018-1, you do not need to notify the Student Housing Service Center again. Simply defer your 2018-2 housing payment temporarily, complete the low-income waiver application within the Student Assistance Division’s timeframe, and print out the updated payment slip for payment once the division modifies the housing fee amount.

Out of consideration that students applying for low-income housing waivers, housing student loans, or deferred payments are individuals who require financial assistance, they are temporarily exempt from paying their housing fees within the standard deadline. However, if a resident student requests a waiver, loan, or deferral to reserve a bed space, but later chooses to forfeit that placement, their case will be processed strictly in accordance with the refund and deduction regulations outlined in the Student Dormitory Management Guidelines.
Please thoroughly consider your personal needs before deciding whether to apply for housing to protect your own financial rights.
